I was able to resolve this issue by performing the following steps: 1. If the database is shutdown in a dirty (inconsistent) state, you cannot mount it and you must replay at least one transaction log file to bring it to a clean state. After it completes move or delete ALL the log files including the base E00 log and mount the store.
